Tram company in lavvy shocker

Anyone want to tell me why the tram company (TIE) have applied for planning permission to demolish the public toilets in Cathedral Lane, at the back of St Marys Cathedral?

Oh, and how did they become the owners in the first place? And what the hell are they planning for that toty wee lane?
